A
No Objection Certificate (NOC)
is an official document issued by the Ministry
of Education (MoE) that allows a student to study abroad. It is mandatory for Nepali students who wish
to pursue education in foreign countries, especially for the purpose of:
- University/College
admission
- Visa
processing
- Bank
transactions for foreign currency exchange
Purpose
of the NOC
The
NOC ensures that the Government of Nepal has no objection to the student
pursuing education abroad and permits them to transfer Nepali currency into
foreign currency legally.
Documents Required for NOC
Here’s
a general list of documents typically required:

Application form (available at MoE or online)
2.
Citizenship certificate (original and photocopy)
3.
Academic certificates (SLC/SEE, +2, Bachelor, as
applicable)

NOC Application
Process
1.
Prepare all required documents.
2.
Fill out the NOC application form (available online at
https://noc.moest.gov.np).
3.
Submit the documents online and print the token or
confirmation.
4.
Visit the MoE office in Kathmandu with original documents for
verification.
5.
Pay the required fee (around NPR 2000).
6.
Receive the NOC — usually issued the same day or next working day.
Important Notes
- NOC is country-specific and university-specific — you must apply
separately if you change your destination or university.
- NOC is required to exchange foreign currency legally for tuition,
living, and other student expenses.
